From August 2019, new criteria will be introduced to cover people with hidden disabilities.

The extension of the scheme follows a consultation that concluded that people with hidden disabilities should be eligible where they

 

Cannot undertake a journey without there being a risk of serious harm to their health or safety or that of any other person

 

Cannot undertake a journey without it causing them very considerable psychological distress (including automatic entitlement for those who score 10 points under the planning and following journeys activity of Personal Independence Payment (PIP) by virtue of being unable to undertake any journey because it would cause overwhelming psychological distress to them) or

 

Have very considerable difficulty when walking (both the physical act and experience of walking)

 

The government has also announced a review into Blue Badge fraud and ways of reducing misuse, and says that it will establish a task group to gather ideas and evidence on how to improve the consistency of council enforcement to tackle fraud and misuse.
